Each week will have a theme and different days will have different planned activities.There will be a field trip day, park days, water days, bubble days, swim day etc… Field trips will include places like Smith Rock State Park, High Desert Museum, Peterson’s Rock Garden, Library, Bowling, Pottery, Science Station, airport and more. Every day will include age appropriate activities like puzzles, books, board games, computer and stories.  Outside there will be jump ropes, hoops, sandbox and of course our garden.

RLC has grown and continued to successfully operate as a 501(c)(3) non-profit, state certified & licensed child care and preschool facility. The center operates primarily on funds from enrollment tuition, grants, and donations. Families of all economic levels are served at RLC. There are programs available to accommodate working families, teen-parents families attending classes, families of school-age children, and families seeking a learning environment for their preschooler or toddler. Today RLC is the only childcare center in the area which offers care for infants and toddlers, and which offers care to children on a drop-in as needed basis.

RLC worked directly with Redmond High School, providing an accredited practicum teacher internship, the School-to-Work program, and the Leadership Class. Each school year over 20 students pass through our doors; offering their assistance and energy.

The center was originally licensed to house 49 children at one time, but after a reconstruction project performed in 2007, it can now enroll up to 70 children. There are further reconstruction plans for 2008 year, at that time a school age center could be certified to increase enrollment to 85. RLC owns a van for before and after-school transportation, and for class field trips. RLC facilities are currently on the Redmond High School campus, and within easy walking distance to the Cascades Swim Center and Fair Haven Park.

Parent Handbook Download

1. Redmond Learning Center’s (RLC) current policy is that we will enroll children from 6 weeks of age to 10 years of age.
2. We encourage all parents to visit the Center with their child before they leave him/her for the first time.
3. Before utilizing the services of RLC, an application packet for each child(ren) will need to be filled out. The application, immunization records, emergency information and other specific information must be completed and signed before the child(ren) can be left at the Center.
4. If your child(ren) require a nap, please bring a blanket and/or cuddle toy for their comfort during nap time. We require that all children have a rest time during the day, however we do not require them to take naps.
5. Weather permitting, daily outdoor time will occur. Parents are responsible for insuring that their children have adequate coats with hoods, shoes, etc. All articles of clothing need to be labeled for identification.
6. RLC is not responsible for any lost or stolen items. Please do not send valuable items or clothing with your child.
7. Records on diapering, feeding and sleeping as well as any special notes on the child’s activities and behaviors will be kept in the Center and available to be reviewed on a daily basis.
8. The staff to child ratio is as follows, in accordance with state regulations:
   • 1 to 4 … Infants (6wks to 2)
   • 1 to 5 … Toddlers(2-3)
   • 1 to 10 … Preschool (2 1/2 to pre-k)

   *RLC has teacher assistants from Redmond High School that participate in our daily schedule which lowers our staff to child ratios significantly under the state requirement.

9. A fire drill and one safety drill will be held monthly. First aid supplies are always available. All teachers have, or are obtaining, current child CPR/First Aid cards and training in Child Abuse Detection, hold a current food handlers card, and are enrolled in the State of Oregon Criminal History Registry.
10. ONLY persons listed on your enrollment form will be allowed to pick up your child. If a person is picking your child up that is not on the list, always tell the staff person in the mornings, and the information must be dated and in writing. Be sure to add that person to your authorized pick up list. In an emergency situation, you may call the Center and verbally explain who is picking up your child.
11. The Center is open from 06:30am to 06:00pm Monday through Friday. A LATE FEE OF $25.00 WILL BE CHARGED IF YOUR CHILD IS PICKED UP AFTER 06:00pm. Starting at 06:06pm, you will be charged an additional $5.00 per minute. This amount will be added to your bill at the end of the month. At 06:15pm, staff will begin to contact emergency numbers and make alternative arrangements to have the child picked up. Please be sure to notify your
    “Emergency Contacts” of this slight, but possible event. If parents are over one hour late, and we have had no contact from the parent or guardian, staff may choose to contact the Redmond City Police and make arrangements for DHS (Department of Human Services) to place the child in a safe location until parents can be located.
12. RLC does not reduce tuition for scheduled holiday closures. RLC will be closed on the following Holidays:
    • Christmas Eve & Christmas Day
    • New Year’s Day
    • Memorial Day
    • Independence Day
    • Labor Day
    • Thanksgiving Day & Day after Thanksgiving

    If these holidays fall on a Saturday, the Center will be closed the Friday before, if they fall on a Sunday, it will be closed the Monday after. RLC reserves the right to close on days when enrollment is low, with prior notice to parents.

13. RLC celebrates all holidays. If you wish your child not to participate, you may choose to keep your child home that day or an alternate activity will be provided.
14. RLC provides all meals and snacks. Food may not be brought from home for any meal or snack, unless we have a medical exemption form from a qualified medical provider on file. Menus are available to parents each week. Meals will be provided if your child is here at the following times:
    • Breakfast 07:00 – 08:00
    • Morning Snack 09:30
    • Lunch 12:00 to 12:30
    • Afternoon Snack 02:30
    • School-age Snack 03:30
15. We normally acknowledge the children’s birthdays and sing “Happy Birthday”. Please contact your child’s teacher if you wish to make arrangements for a small celebration at the Center. All treats must be commercially prepared.
16. All children will receive meals and snacks at no extra cost. Children under 12 months of age will be offered one brand of formula purchased by the center, and the parent may choose to participate or provide their own formula.
17. A child care center must be safe for all children and families using its facilities. If you know that your child is ill, PLEASE DO NOT BRING HIM/HER TO THE CENTER. Remember that children who are ill need the special care of their parent or other family member. Symptoms should be clear for 24 hours before returning to the Center. For specific symptoms see section headed
    “Sick Children Rules”.
18. Child Abuse Reporting Law (419B.010) Any public or private official having reasonable cause to believe that any child with whom the official comes in contact with has suffered abuse, or that any person with whom the official comes in contact with in an official capacity, has abused a child, shall report or cause a report to be made. Those public or private officials include certified providers of day care, foster care, or an employee thereof. Thus any employee or volunteer of RLC who suspects that abuse to a child has occurred, is required by law to report that suspected abuse.
19. Adult and Family Services clients who receive child care reimbursement will be required to comply with our policy
    “that all child care services are paid for in advance”. Therefore, any co-pay requirement is met prior to final calculations and reimbursements that are later reported in the billing cycle from the state will be credited to the client’s account. Any credit from the state reimbursement will be returned to the client as long as their account is paid in full.
20. If you choose to claim a medical or religious exemption to the immunization requirements and if an outbreak of an contagious disease occurs in the center, you will be required to find alternative care for your child until the outbreak is under control. This is for the health of your child and that of others in the center.
21. We reserve the right to decline services to anyone at anytime for behaviors that are deemed unsafe or unhealthy to other children or staff members.
22. If you have any concerns about these policies or want to request an exception or waiver of a policy, please submit that request in writing to the Directors. The document will then be submitted to the Board of Directors for a final decision.
23. Anyone with a concern about the center may contact the Director and set up an appointment to discuss it, if the Director is unavailable at the time. The concern will be acknowledged within a 24-hour business period. Parents and board members will be expected to bring concerns to the Director without discussing it with the center employees; with the exception of emergencies. The Director will attempt to resolve the problem after listening to the concern. The Director will notify the concerned party with a letter informing them of the resolution. If the
    concerned party is not satisfied with the result, that party will need to inform the Director of the disagreement, whereby the Director will put the issue before the Board of Directors at the following Board meeting.

Redmond Learning Center will provide positive guidance, re-direction, and set clear limits designed to help each child develop self-control, self-esteem, and respect for others. These shall be fair, consistently applied, timely, and appropriate to the age of the child.

The staff will use direct positive guidance to help or lead a child by showing or telling them what they can do. Affective guidance will be used to influence the child’s behavior with smiles, hugs, and positive verbal interaction. Indirect guidance will include, arranging the environment and schedule to encourage positive behavior.

At NO time will punishment which ishumiliating or frightening to a child be used. This would include, but is not limited to, hitting, slapping, shaking, striking with an instrument,
pinching, or inflicting any other form of corporal discipline. Mental or emotional punishment, chemical or physical restraints are all prohibited.

The Center will not accept parental permission to use any of the forms of punishment listed above and cannot allow parents to use these on the premises.

BEHAVIOR POLICY

Child care services may be discontinued if the Director determines that a child’s behavior1) poses a safety risk to Center Staff or other children and/or 2) repeatedly disrupts normal classroom activities despite efforts by teachers to correct the behavior. In discontinuing services, the Center director or the Assistant Director will first attempt
to meet with the child’s parents or guardian to alert the parent to the problem, discuss possible methods of correcting the behavior, and notify the parents that child care services will be discontinued if the behavior is not promptly corrected. If the disruptive or inappropriate behavior endangers the safety and well being of Center children, staff, or visitors, the Director may take all actions necessary to immediately protect center children, staff, and visitors.

In the Director’s absence, she/he may designate the person authorized to act in accordance with this policy.

Full-Day care is any hours between 06:30am to 06:00pm Monday thru Friday

Half-Day care is either 06:30am to 12:30pm OR 12:00pm to 06:00pm. Monday thru Friday

To enroll for Hourly Care you are required to pay a $50.00 registration fee

To use Hourly Care you are required to purchase a minimum 10 hour block of time for $70.00 or a 20 hour block of time for $140.00. Your record sheet will be maintained at the Center, and time used will be stamped daily. When your timesheet is used up, a new sheet must be purchased before additional time will be scheduled.

Time is charged in one-half hour increments, with a 1 hour minimum per visit. There is a 10 min. grace period from the time you have scheduled to drop off or pick up your child. Time at the Center in excess of 10 min. will be charged as a half hour.

NOTE: You will be charged for all time scheduled, even if a child is not in care for the full time, or does not come. No refunds will be given.

If the hours are in addition to a program you purchase, the hours will be billed at half-hour increments and will be charged to your account. For this purpose, you will not be required to purchase a block of time and will be charged $7.00 per hour.
